***Effective 29 August 2023 and with the release of MARADMIN 412/23, we will no longer be processing OMPF Update requests including Official Photos that are submitted to any of our organizational mailboxes (SMB.MANPOWER.MMRP-20@USMC.MIL, SMB.Manpower.MMSB.Ph@usmc.mil, or SMB_MMRP-HELP_DESK@usmc.mil ). We will still be using the SMB’s to answer questions and assist with trouble shooting when necessary. ***

***Marines must use ORMA to submit all requests to remove, replace and add new documents to the OMPF. Official Photos are still required to be submitted to the OMPF. COMMSTRAT Personnel or Unit Administrators must submit the Photo via ORMA. Photos must be converted to PDF using the Print to PDF feature before submitting the photo.***

OMPF Records Management Application (ORMA)

The OMPF Records Management Application (ORMA) marks a significant step forward in record management for Marines. ORMA empowers individual Marines to take control of their OMPF and ensures timely updates. Despite being in its early stages, ORMA has already demonstrated a remarkable reduction in turnaround time from submission to document integration into a Marine’s OMPF. Moreover, ORMA is poised to become a cornerstone of the Marine Corps’ efficiency drive in the years to come.

ORMA vs. OMPF Viewer on MOL

What is the difference between ORMA and OMPF Viewer on MOL?

-OMPF Viewer is exactly that, an application that provides an interface for the user to view stored documents. In this case the documents in the OMPF. Since OMPF Viewer is accessible from the MOL interface the users can access the OMPF for view purposes only from any computer connected to the internet either by logging in with a username/password or using a CAC Reader. The user will not however be able to take any actions from the OMPF Viewer to update the OMPF as it only provides the capability to view the documents.

-ORMA is an application that provides an interface for the user to view stored documents as well as perform actions to update or correct those documents. The user can request to remove, replace and add new documents to the OMPF via ORMA and will be able to track and view those requests for as long as ORMA is still being used and the user has access. ORMA can only be accessed while the user is on a computer connected to a .mil domain connection, .mil domain does not mean just the Marine Corps Enterprise Network (MCEN), as long as the Marine has access to any .mil domain connected computer then access can be achieved.

Access to ORMA

All Marines can access their OMPF through ORMA. To access ORMA the first time the Marine must be on a .mil domain connected computer and have a valid Common Access Card (CAC). Then they must register with the Manpower & Reserve Affairs (M&RA) Portal by clicking on the REGISTER button on the top right corner of this page. Once clicked follow the prompts to complete the registration and then return to this page.

How to request access and permissions to use ORMA on Behalf of other Marines

Authorized access to ORMA to view and submit requests to remove, replace or add new documents to the OMPF on behalf of Marines can be requested by following the user guides on the right side of this page. Users will still need to register with the M&RA portal by following the simple instructions in the paragraph above. Once access is granted users can use the HOME PAGE link below to reach O-RMA. REQUESTS TO REMOVE DOCUMENTS FROM THE OMPF

MMPB-22 can only remove documentation that meets the following criteria:

-Documents that are not yours

-Documents that are duplicates or needs an admin correction.

-Documents in the Commendatory/Derogatory (Schools/Civilian Education) that are unnecessary/not required

Requests to remove page 11’s/UPB’s that do not meet any of the above criteria must be submitted to MMPB-21 at smb.manpower.mmrp-13@usmc.mil.

Any request to remove documents that are not described above must be submitted to the Board of Correction of Naval Records (BCNR). Marines need to submit a DD Form 149, with supporting documentation, directly to BCNR for adjudication.

FAQ

1. Do I need permissions to login to ORMA?

As a Marine accessing your own OMPF, you are not required to obtain permission to access O-RMA. However, you must request access to the M&RA Portal, and you must also be connected to a .mil domain connection in order to access O-RMA. If you experience difficulties logging in to the Manpower website, see “How to create an MI Portal” under the Resources section. It is worth noting that only individuals with a “.mil” account registered on their Common Access Card (CAC) can access O-RMA.

2. Who is authorized to view other Marine’s OMPF?

Permission to view other Marine’s OMPF are only being granted to S-1, IPAC and specific HQMC Agencies. Commanders/SgtMaj/1stSgt and any other unit representatives to include legal and career planners will not get access to view records within O-RMA (please continue to use MOL). To request permissions please see the guides on the right side of this page under Admin Resources.

3. The document name does not appear on the drop-down list. What document name to choose?

The “Document List” containing the complete list of documents, can be found under the Resources section. If you have a document, you believe should be added please email our Organizational Mailbox: smb.manpower.mmrp-20@usmc.mil. Please provide an example of this document (remove any PII) and any reference that you believe can validate the requirement to add the document to the OMPF. We will respond to your request within three business days.

4. I submitted a request in O-RMA, but the status reads “Ready for Index”. What does this mean?

When a user creates an OMPF UPDATE REQUEST on behalf of a Marine the first this that happens after the “CREATE” button is selected is the system takes the attached PDF and separates it into individual pages to allow for the user to add or change the required data elements. While this is happening, the batch is placed in the DRAFTS tab and the status will display “PROCESSING”. Once complete the batch status will change to “READY FOR INDEX”. At this point the user needs to click on the batch id to open the batch and then review each page to ensure that the correct EDIPI, DOC Type and Effective Date are added and click the “Save and Continue” button at the bottom of the document properties on the right side of the batch. If the batch is more than one page, then only the last page will display the “Submit” Button. ******It is important to note that no batch is officially a request in O-RMA until the “Submit” button is selected and the batch leaves the DRAFTS tab.******
